Apparating within Hogwarts doesn't work that is why 
Dumbledore and party blow through the door to save Harry from 
Barty Jr. in GoF. If they could just pop in and surprise him don't 
you think they would?

As to the summoning charm when you Accio it brings the item to 
you. In the 3rd task they talk about an aqualung flying accross the 
countryside. So I think it is nothing like apparation.
