The former sounds more likely to me (and I *love* the coat of arms), but the 
latter puts an entirely new spin on the 77-foot statue of Sam Houston that 
looms over I-45 at Huntsville.  Perhaps it's not really a statue, but is SH 
himself, protecting Texans, wizard and muggle alike, from Voldemort!
