Interesting theory...I looked up Arthur Wellesley on Brittanica.com.  This 
was the last sentence..."Today there is widespread appreciation of his 
military genius and of his character as an honest and selfless politician, 
uncorrupted by vast prestige."

Sounds like the good, honest, uncorrupted Arthur Weasley to me!
