Well, I got the impression that you're either magic or you're not. If you
have any kind of magical ability, you're in so that you can be trained.
Hence the variety in exam results. All those auxiliary characters are
witches and wizards still, but not quite good enough to do prestigious jobs
like teach at Hogwarts or work for the Ministry.
