Perhaps 'raising werewolf cubs under the bed' is just an expression 
used in the wizarding world. Werewolves are usually thought to be a 
menace (unfairly in the case of Our Remus) and raising werewolf cubs 
under the bed would probably be a very silly thing to do - much like 
Hagrid raising (or attempting to raise) Norbert in PS/SS. It makes 
sense that Hagrid might have been experimenting with all manner of 
dreadful creatures in his youth. Just because Tom Riddle says 
something does not mean it's true - this is the boy who grew up to be 
the villainous Voldemort!
