Possibly. However don't you think anyone's parents, ie Ministry of
Magic officials,
would be upset about an essay question like "The Ministry's handling of
the Voldemort crisis was totally incompetent. Discuss" ??? Far safer to
stick to the goblin rebellion of whatever.
