I'd agree with this. I always have seen Fudge as the quintessential
bureaucrat. He kind of reminded me of Clinton on the campaign trail,
eternally on the fence to keep from offending either side, never taking a
position not dictated by popular support. People of that stripe are often
stuck in positions of power as appointees or compromise choices, since they
can "work with everyone."
