Not really.  After all, at the time, Voldemort was hiding out in Albania.
He couldn't return until Wormtail went back to him, and I imagine they had
more important things to talk about.

Bear in mind it was only a memory of Voldemort in CoS, not Voldemort
himself.  The real Voldemort couldn't have known anything at the time as he
wasn't there and was not in contact with anyone who was.  Not even the
diary, I don't think.

As for Malfoy Sr's motives, I think he just wanted to discredit Arthur by
any means possible and didn't care who got hurt or killed.  JKR pretty much
says so.
