Well, Irish kid Seamus Finnigan attends Hogwarts, so Irish wizards might go
to Hogwarts as well, especially if there's only a few of them. And why no
Scottish wizards? I believe JKR actually set Hogwarts in Scotland (I could
be wrong) so Scottish pupils surely go there.

Not really, Squibs are said to be a lot rarer than Muggle-born
witches/wizards (CoS).
