In Hagrid's case, I suspect the wand-makers all know his situation. He's a
bit high-profile (in more ways than one), and in all probability the
wand-making industry is not a huge one and they know each other, and they'd
know that he'd been expelled from Hogwarts and wasn't a qualified wizard.
