Yes, it does - but it's a "pen" quill, so you don't actually need ink.

They have them up on their website at http://www.department56.com - they're
little boxes - Harry on his nimbus, hagrid, hedwig, a snitch, "hermione the
bookworm" and harry with the sorting hat on - and they purportedly have
"secrets" inside.
