I'm confused. Are you saying that the rule is that the evil one will 
NOT gloat? There are countless examples of the Evil One gloating and
giving the hero time to escape.

Again, classically, the Evil Ones love to expound to the hero the
whole plan......Holmes and Moriarity are an example.
