He is losing the war in one way...which is why he tried to kill
Harry in the dramatic duel a deux at the end of GoF.
On the other hand, Rita Skeeter is helping him win by discrediting
Arthur Weasley, Dumbledore, Harry, etc. which is losing Dumbledore
et al. support. Rita Skeeter seems to be very thick with the
Slytherins...is she a tool or ally of Lord Voldemort?
