I'm not sure what the ST version's called, but in "Star Wars" they're 
called inertial compensators; the level usually is infinitely 
adjustable between off, full or any percentage,  via a dial on the 
control panel. 
 Which begs the question; where do they put the dial on a broomstick?

Oh well, maybe JKR will explain it to us seriously obsessive HP fans 
in "Quidditch Through The Ages" !
