It was in the scene right before this one that Harry told his story to
Dumbledore and Sirius, and Dumbledore tells him: "You have shown bravery
equal to those who died fighting Voldemort at the height of his powers.  You
have shouldered a grown wizard's burden and found yourself equal to it."  I
think he believes Harry has earned the right to be in on the discussion
about what should be done. And as for Ron and Hermione, Dumbledore knows
that they work with Harry as a team--and this team has already thwarted
Voldemort several times.  Dumbledore says, too, at the leaving feast that
although the students are children, they have the right to know what they
are facing.  Presumably he agrees with (the faux) Moody: "You got to know."
