Wizard Ethics

I assume that the Ministry of Magic has a probably very large section 
devoted to regulating the use of magic among wizards (i.e. probably 
there are laws governing the practice of magic beyond those designed 
to keep wizards from discovery by Muggles).  If Fudge is an 
indication of the way the Ministry is run, you have to wonder how 
effective they are at totally stamping out magical abuse, though.  
But they probably do some good, and as in the Muggle world, it is 
impossible to completely stop people from breaking the law anyway.
