As a moderator. you can change the status of any other email address
on the list, including making them a moderator.  However, having just 
checked a private group I created, it appears that even a listowner 
cannot designate another member as listowner; only as a fully 
privileged moderator.  I am not sure if that is totally adequate. 

To designate an alternate address as a listowner probably requires
an Egroups technical intervention.
