I think it's an all-or-nothing thing as far as magic goes.  If you can do
any kind of magic, you're a witch/wizard.  You may not be up to the advanced
stuff or you may be better at some things than others, but you'll be able to
do the basics reasonably well.  Squibs and Muggles, OTOH, can't do magic at
all.  I don't think there's anything in between the two.
