I actually wondered for a while whether he might have actually been damaged because he was in utero at the time. That doesn't work out datewise, does it? Lessee--Harry was fifteen months old
when James and Lily died and Voldemort disappeared, and presumably the Longbottoms were tortured after that, so presumably Neville was already born when his parents suffered the Crucio curse.
So, best guess is he didn't experience it in utero; instead he might have seen it and has a dim memory--or perhaps a magically enhanced memory, like Harry's.
I wonder what the Crucio curse (or Imperius Curse) would do to a baby if it's performed on a pregnant woman.
