I always assumed (a dangerous pastime, I know) that somehow the Lake 
task was broadcast like a radio show, with someone (Bagman, perhaps) 
magically witnessing the contest and describing it for the rest of 
the crowds. 

"And here comes Harry Potter, the first of the champions to reach the 
merpeople's lair! He gets a sharp rock and frees Ron Weasley and will 
now go to the sur--Wait he's going back!Harry Potter will not leave 
the other hostages behind!  What an unexpected turn of events!" 

That way everyone knows what's going on and enjoys the task.

Now the Third task was held on the quidditch field and (at risk of 
sounding very Hermione-esque) the stands *are* raised in the air so 
that people can see what's going on in the game.  Therefore, they 
should be able to look down into the maze and watch the task, which 
was *very* exciting. And I'm sure Bagman was doing the play by play 
as well.
