Remember, this is not the 'restore to full old body' at end of GoF, 
this is Voldy's-spirit-goes-to-Homunculus body ( or whatever, Hom. is 
just my theory) - at any rate, the creation of the 'Mini-Voldy' body, 
which Voldy is in, with wand, at the beginning of GoF, & which 
event therefore took place between PoA and GoF.  The clothes may well 
have popped back, but been (a) damaged in the blast where he 
disappeared, and (b) in any case, been much too large for the 
'Mini-Voldy' body.  For that matter, what Wormtail puts on him when
V. says "Robe me", may have indeed been those original clothes,which 
they kept around after he reincorporated as 'Mini-Voldy', if they 
were intact.  In practice, there is insufficient data to conclude one 
way or the other, just as we really cannot be sure what happened to 
Voldy's wand while he was non-corporeal - My theory now is that it 
discorporated with him and re-corporated when he was (as 'Mini-V'), 
versus the theory that the current wand is not his at all,which I 
think is stretching too far and makes things all the way back in Book 
I become red herrings.
