Viewing the Tri Wizard challenges (long)

Well, the problem seems to be, if people could see inside the maze, why 
didn't they know Harry was missing, or that Krum had used an illegal 
curse. And if they couldn't see inside the maze why in heck would they 
be out there watching? Of course we could just say it's poor plotting, 
but where's the fun in that? It could work like this.
	Hagrid, McGonagall, Moody and Flitwick patrol outside  the maze. 
ch. 31  p. 620
Moody uses his magical eye  (and probably the marauders map) to track 
the champions and make sure Harry reaches the cup first.  ch. 35 p. 627
There is a one hundred yard sightline to the Triwizard cup ch. 31, p. 
631 
(Presumably the judges and the people in the stands can see what is 
happening to it.)
 Ludo is doing commentary, which no one inside the maze can hear. ch. 
31, p.621
Cedric sends up sparks to get help for Krum. ch. 31 p.  627
Now to speculate:
when the sparks fly,
Moody and the other patrollers enter the maze. They discover that  
Fleur and Krum have been attacked, evidently by Harry and/or Cedric. 
The attacks themselves were concealed by the hedges.  The patrollers 
notify the judges, decoying Dumbledore, Maxime and Karkaroff away from 
the judges box, leaving Fudge and Bagman on their own.
	Then Moody slips away on some pretext, puts on the invisibility 
cloak and sneaks out of the maze, still monitoring Harry's progress 
with the map. When Harry and Cedric vanish,  Moody puts the confundus 
curse on  Fudge and Bagman to keep them  from realizing that anything 
is amiss. Ludo's commentary  to the crowd accounts for Harry and 
Cedric's absence. ("They'll be joining us here shortly.")
	When the  resurrected Voldemort summons the death eaters, 
Karkaroff, Moody, and Snape all feel the dark mark burn.  Snape rushes 
to find  Dumbledore and report. At that point Dumbledore realizes that 
the dragon dung has seriously hit the windmill, but he does not yet 
know that Harry is missing.
	Dumbledore's first move is, as it has been in the past, to 
evacuate the students. As he  returns to the judges' box to arrange 
this,  Karkaroff makes his escape. Madame Maxime sees to  Fleur and her 
other students.  Moody, watching on the map, takes  the confundus curse 
off Fudge and Bagman just before Dumbledor arrives. Moody then 
reappears and calmly awaits developments, expecting no doubt the 
imminent arrival of Lord V. and the DEs (could be a good band name). 
Just as Fudge, Dumbledore and Bagman come to the horrified realization 
that Harry and Cedric are missing, Harry and Cedric return. JKR takes 
it from there.
