Okay, I can help you here, because this bugged me too. In Barty Crouch's confession under the Veritaserum, he says he had to "turn the cup into a portkey, which would take the first person to touch it to my master." I presume it's a variant of the portkey spell. I also presume that built into the portkey spell is the return. Remember, the World Cup portkeys also took everyone home, presumably at a specific time. So the function of the spell is "Take/Return", but you can specify the details--time, touch, etc. The Triwizard Cup was set to
"Take/Return" at a touch, didn't matter whose. And I believe somewhere it says it was supposed to return Voldemort to Hogwarts, newly raised and rarin' to go.
