That one must test to be allowed to Apparate, just as one must be a registered
Animagus, fits with my theory that magic sans wands is possible, but much more
dangerous. Other works involving magic that I've read have tended to interpret
the wand as a "focuser" of the force manipulated by the wielder's will, and as
such, give a measure of control. Like a pointer. Magic which is done without a
wand takes longer to learn and is much more dangerous, hence all the regulations
and approvals and testing.
Sound right?
