Perhaps Ms. Fleur could become a "secretary" or an "assistant" to a
professor?  Snape needs someone to help him sometimes, I think, or even AD.
There's got to be alot of mail that we don't hear about, and he needs
someone to sort it for priority.

Why must she become a bar-keep or other such job?  She wouldn't have gotten
into the tournie if she wasn't one of the best students at her school....
