I agree with this. I also think it's partly due to the fact that 
Snape used to be a Death Eater. No matter how much Dumbledore trusts 
him, I think that perhaps some of the other professors/people at the 
Ministry wouldn't be happy with a former DE teaching young, 
impressionable wizards and witches about the Dark Arts.
