Oooh, I'm glad someone brought this up! It might have actually come
up before but I'm not so good at going back through the postings (nor
do I have the patience). Anyway, I've given this one some thought...
Aside from obvious plot development (which is a pretty powerful
motivation), I think that Voldemort simply was not ready until the
last task. Remember the hideous red ugly baby looking thing he was?
He needed time to gather information, strength, plan and get at least
enough support to succeed in getting his body and powers back. Now
call me crazy, but this sounds like no simple feat to me!
