First of all, it's not Muggle money, so he probably couldn't buy a house.
Secondly, he was deprived of many things as a child, and I think that an
idea such as living as a permanent tenant (where he'd have to pay for the
room and food everyday and therefore squander so much money unnecessarily)
doesn't even occur to him. Finally, he's just a kid. He might feel
rebellious and want to get away now and then, but ultimately, he probably
needs the security of living with a family, even if that family is quite,
quite mean to him.
