GoF bugs me in a way that none of the earlier books did and it's
because the darn plot just sprawls all over the place.  I just
couldn't swallow a TWT that lasted the duration of the school year.  

And I especially agree with the above questions.

One possible answer might be that - from Lord V's POV - it would be
so much more dramatic and shocking if he killed Harry under
Dumbledore's nose after Dumbledore has set up this wonderful
tournament to promote international wizardly co-operation.  "Think
you can stop me?  Ha!" sort of thing.
