When I made this suggestion, I should perhaps have been more clear: I
don't think Snape is consciously trying to toughen Neville up.  It's
just Snape's automatic response to Neville's fear: he's basically
ordering him not to cringe which of course doesn't work. 

Snape is fairly clueless where people's feelings are concerned
because he's so wrapped up in himself.
