Dumbledore says that the Dursleys are Harry's only
relatives, period.  It's not inconceivable that he
wouldn't have any other relatives on his father's
side, if there was a string of only children or if
everyone else had been much older than James and died
by then.  Obviously Lily and Petunia's parents have
died already, and one would presume that they didn't
have any aunts or uncles, etc.  It's not common, but
it's not unheard of.  And I don't believe it's
required for there to be an even number of godfathers
and godmothers.  One could have only a godfather, or
two godmothers and one godfather, etc.
