Sorry, way late response, just catching up with the things I skipped to
answer later and forgot about.

I had kind of thought that elf magic is inborn. All of them are magic,
they're magic the way they have big eyes and no fashion sense. Humans
have magical tendencies that can be trained, but I think elves do it
instinctively. It's a different type of magic, that does not trigger the
safeguards.

Sooo, I think any creature can use its innate powers on the grounds of
Hogwarts. A lethifold would be just as lethal. A hippogriff can fly.
House-elves can poof (or some other word besides Apparate, to avoid
confusing the issue).

This is straight off the top of my head, has anyone anything to support
this or shoot it down?
