Probably. Dobby is a tremendously unusual case for a house-elf, in that
he takes the initiative to leave his home-place. So I doubt the need to
contain house-elf "poofing" has arisen before. But they do need to get
around, you know, to take care of fireplaces and straighten up or
whatever else they do besides make killer eclairs, so I imagine wizards
know about the ability. Why do you think they'd want to stop it?
