Ah, but he could be naturally very bright.  Maybe if he was seen
dragging lots of books around, he'd be Number One *instead of*
Hermione.  Plenty of very bright people do quite well in academia
without ever seemingly cracking a book.  We also don't see Draco 100% of
the time either.  I don't think lack of references to Draco with books
is at all conclusive.
