Because of professional courtesy between teachers. It just wouldn't
happen. Hogwarts is based on policies in place in British public
schools and in the "school days" fiction I've read, detentions were
between teacher and student(s).
It's a logical spiral to say that because the canon doesn't
explicitly state ABC, then an opposing view like XYZ must or was
likely to be so. I think we can assume things from the canon and one
of those things is that Draco is not a student knocking himself out
for high academic honours.
And is a smarmy little git besides.
