Well, actually there was only one of him, IIRC:  he "belonged" to
Hera, who set him to watch over one of Zeus's many
light-o'-loves.  Therefore he's a symbol of watchfulness. 
(Odysseus's dog was also named Argus).  That's our Mr. Filch, all
right!
