Muggles/Squibs and Potions (was - Re: Magic Laws)

If scientist can mix potions than some are muggle capable. 
But like little Alex said they would not have the ingredients 
handy for magical potions. Also some more powerfull potions 
may require an incantation. Only those with magic could 
complete/activate the potion.
