That would be because Hagrid bred blast-ended skrewts
himself.  They're not a recognized magical creature,
because he just "invented" them.  

As for boggarts, I'd cast a vote for Spirit if they're
not Creatures.  The requirement for Being, IIRC, was
that they could comprehend human speech and
communicate.  Boggarts just go around scaring people. 
Sounds like the boogeyman, actually.
