The Dark Mark would not be conclusive proof. Voldemort may have
had many servants and sympathizers who did not bear it. It certainly
sounds as if there were more than thirty Death Eaters in the mob at the
World Cup. Also, Voldemort might have been able to put a false mark on
the arms of innocent people he wished to incriminate.
