Well, this is partly the point - that underage magic is probably less 
rigorously enforced for just that reason.  In Harry's case, and 
probably in the cases of other children who live in a Muggle 
environment, the magic would stand out like a sore thumb because 
there aren't any adult witches/wizards there.  As Harry is the only 
person who should be there who is magical, they probably assumed that 
it was him - either that or Dobby grassed on him.
