That's possible -- or it could be that Harry was so nervous his first
year he didn't get the number of legs on the stool right.

Hmm.
Well, they missed the CoS sorting, so it's possible the song was sung
then and they didn't see it.
And during PoA, there was the matter of Sirius Black to be
considered. They probably put off the singing of the song due to the
seriousness of the situation.
In GoF, they probably forewent the song because Durmstrang and
Beauxbatons were there -- and likely they didn't get to sing their
school songs, so it would've been a sign of bad hosting to sing the
Hogwarts song.
