Actually, it was the Evening Prophet, which is only mentioned this
once.

Why?  Personally, I've never seen it as such.  See below.

If she had set them detentions for damaging the Whomping Willow, I
would say she had the right.  If she had set them detentions for
arriving late with no permission/adult excuse, I would say she had the
right.  But, IMO, McGonagall and the school had no right to punish Ron
and Harry for taking the car.  The car was not school property.

After all, in the real world, if a 15-year-old boy gets caught driving
to school without a license, the school doesn't punish him.  His
parents and the legal system do.  The school could refuse to let him
make up the time missed or give him detention for arriving to late, but
that's it.
