Froma completely canon-based POV, I believe that yes, Lucius Malfoy 
is bad for good.  Draco onthe other hand, is probably not.  Like 
Snape, his asshole-personality is to glaringly obvious, Snape isn't 
going over to the Dark Side in the end, i doubt Draco is either.  He 
will probably be an insensitive prejudice jerk all his life, but 
leave the killing to the Death Eaters.  Why?  What sign of a 
conscience or a heart has Malfoy shown in Canon?  He seems to love 
his mother.
