Sorry to say this, but we do know. In GoF, just after Voldemort is 
revived, he pulls back Pettigrew's sleeve to see the dark mark 
burning very brightly on his skin. As for being a DE, I think he must 
be. I don't think Voldemort has any followers/servants that aren't.
