Not all of Harry's peers are in the same year as him. 
I think in book 5 we'll see Percy struggle with
whether he should align himself with the MoM, or with
Dumbledore. By the end of GoF, I was becoming quite
agitated with the MoM, especially Fudge.  Personally,
I would like to see Percy quit his job with the MoM
and become a teacher. Even though he'd probably be
fairly unpopular with the students, he is intelligent,
organized, talented, and fond of rules, and would
probably be a good professor.
