I don't think Harry was hissing in Parseltounge to the dragon I believe he
was hissing through his teeth, a voice tone of frustration and anger.
Human's do it all them time although it rarely truly resembles hissing, it's
just the way it's described.  I myself do it quite often when I'm angry and
when I do it it does sound like hissing due to a gap in my teeth.
