It is stated somewhere that Dumbledore was offered the
position of Minister of Magic but turned it down (IIRC
Hagrid mentions it) unfortunately I can't find the
reference at the moment.

Dumbledores priorities are clearly not prestige
positions or material reward so it is not surprising
that he chooses to remain 'simply' a Headmaster.
Personally I have great respect for such teachers who
consider their role more as a vocation than an
occupation.
