Hogwarts is in Scotland  and most Scottish schools do not have school 
governors, they have School Boards.   A more appropriate link, 
therefore may be

www.schoolboard-scotland.com/all_about_sbs/all_about_schoolboards.htm 

There may be some fee-paying schools in Scotland that have Governors 
but all Scottish Schools come under the jurisdiction of the Scottish 
Executive Education Department and certainly not under the DFEE.
