Two ideas:

1. Perhaps each house has a discretionary budget for random 
necessaries, which McGonagall dipped into. In which case, the broom 
should belong to the school, so hmm, that doesn't work.

2. Perhaps they added the cost of the broom to Harry's tuition bill, 
payable at the start of the next term? He can certainly afford it.
