I think there's a simpler reason:  just as each book is structured 
around the school year, the books will end when Harry's time at 
Hogwarts does.

That's my hope, anyway.  Also, JKR likes to plant doubts and rumors in 
our minds to keep things interesting.  The cliffhangers are scarier if 
we have a nagging fear that Harry won't make it out of this one (this 
only works in Book 7, of course--no one thinks he'll die before 
then--right?  RIGHT?).

I didn't give the reference for my supremely confident statement that 
the Wolfsbane Potion didn't exist when Lupin was a kid.  It's in PA 
chapter 18, the several paragraphs beginning with "I was a very small 
boy . . ."
